His pastorate included 800 parishes in the heart of the stricken country. The great Catholic defender of Belgium, Cardinal Mercier, in the role of the shepherd protecting his flock. Mercier effectively denounced German rationing, deportation of skilled laborers, and the burning of the great Library of Louvain.
